What controls the PM popup?

What triggers the PM popup to fire? Is there value in the database somewhere, or is it controlled another way?

I'm doing some testing on my board by logging into other user accounts which launches the new PM popup, but I want to be sure the popup shows again when they login.

It triggers on new PMs. If you trigger it and cancel it, then they won't get a PM popup. I don't know the specific code though.
