Hello i was wondering if it is possible to have re-capatcha enabled aswell as a random question and if so how?

You can create custom profile fields with questions and have them required at registration. See http://www.vbulletin.com/forum/showthread.php?t=205214.

Outside of that, you can only have one Human Verification system enabled at a time. There are addons at vBulletin.org that simulate having multiple systems turned on though.
