Email Send Error - to user through board.

When trying to send an email to a member from that members profile. I am presented with the error message below.

The members are all set to receive admin emails and emails from other users.
Even I when logged in as Admin can't send them!

However, I can send them via the AdminCP.

Any ideas anyone?

Can this user confirm with a screenshot from the usercp > options that it has unchecked "receive admin emails" ?
