i have vb 3.8.8 and I want to purchase a license and be able to upgrade to 3.8.10. What license do I need to buy?

Cheapest option is a vB4 Upgrade license...$149.
This will give you access to either the latest vB3 version, or the latest vB4 version if you prefer.
Log in at https://members.vbulletin.com/, and click 'Upgrade to vBulletin 4' on the right hand side next to your license details.
