Upgrade to the latest version of vb3.
Also if you can see pl3, and pl2 was available for download, you should see it as well.

its a security patch, you should download 3.8.7 PL3 version and apply that patch. ( You won't need to run upgrade.php script just re-upload PL3 Files. )

fist, download patch level 3 files from https://members.vbulletin.com/patches.php
then upload admincp folder and it will work with without any problems.

And as I mention above you can re-upload the entire vBulletin 3.8.3 PL3 files ( except images ) and you won't need to run the upgrade script.
