    Not in 3.6+ format

I uploaded everything to my site and modified config.php.new and renamed it per the instructions but when I run upgrade.php I still get this error.
    Code:
[B]Configuration[/B]: includes/config.php exists, but is not in the 3.6+ format. Please convert your config file via the new config.php.new.
Searching on this error suggests that I edit it again. I have. I still get the error. What am I missing here?

    Code:

Also make sure you don't have a blank line above the <?php which you do in what you've pasted.
