My permission page has gone blank

Hi Guys,
I messed up my site last night when using impex, so I decided i wanted a clean install - wiped the databases but kept all the files (this could be my problem) did a new install - everything works but this happens on all the permission pages, I have installed it twice now and keeps happening, any ideas what is going on?

Rerun 'install/finalupgrade.php'. Make sure the version shown in the upper right-hand corner is the correct one.
