Upgrade stopped

I am upgrading from 3.7.3 to current version 3.8.2. While running my upgrade script it stops at step 2 of the final upgrade

Step 2) Import latest admin help
Importing vbulletin-adminhelp.xml


Then nothing. Now what?

update: skipped past step 2 & 3. Neither of them progressed. Now what?

Enable phpinfo in the Admin CP, then provide the URL to your forums. This may help us troubleshoot this problem.

Admin CP -> vBulletin Options -> Server Settings and Optimization Options -> Public phpinfo() Display Enabled
