steady rise in page loading times?

Has anyone noticed this trend in google webmaster tools? Page loading speed is a factor in search result rankings, so this can't be good?

I have noticed a slow down on our cloud site. What is weird this vbulletin forum which is also on the cloud always loads slower than my site. I hope this old "searchlog" issue is not returning.

I find this vbulletin forum to be faster than my own site. When my site experiences problems, this vbulletin forum seems to be immune, which lead me to think that this vbulletin forum is hosted on a separate server/virtual machine.
