With an email address in the registration setting that I uploaded a copy of below, no email is received at the address entered. I have tested this several times. I am using moderation of new users. The new user does get two message from that address, but nothing is sent to it.
Message from system when new user signs up is not received.

Have you tried another email address? Say gmail? It is free. Ideally all email addresses should match your site's domain. This reduces anti-spam checks that are in place on many servers.
The email system on your site is working. The only email that seems to have a problem is the one that you entered into this field.Translations provided by Google.

The system does send welcome messages to new users from that email address. It just does not send to that one with is on outlook.com. However it did several times on 6/15 and 6/16. It just occurred to me that I assigned that address to the user : Administrator who is not the primary administrator.
We do not have any email boxes on the site domain, we got that as part of the cloud package which does not include mailboxes as I understand.Comment

Then you should whitelist outlook.com as always valid in your email provider. They can reject the email if they think it is spoofed. You will never even see it in the spam box. When your domain sends email as outlook.com, it will alway appear spoofed.Translations provided by Google.

I am beginning to understand what has been going on. Yes the emails were going to spam. The account is on MS Outlook servers through my Office 365 application and MS account.
I had the Send to: under registration settings to this @outlook.com and the same one for the Webmaster and destination for Comments in the general setup.
The root problem here is that I don't understand how the email in your cloud products works. How does it send from an account hosted on some other server? Do you set up a smtp server for it in addition to the one I have on my isp(s) or do you use some other tricks?

It does send from an SMTP server but not your Outlook.com server. It will be sent on your email's behalf via our mail provider SendGrid. Since your outlook.com email address doesn't match the domain name of the site where the email originates, it will more likely be marked as spam by most major email providers.
Most people have an email address or two on their domain name through their domain name registrar or hosting provider.Translations provided by Google.

Since this is cloud site, vBulletin registered the domain for us and did not provide email boxes for it. If we transferred the domain from vBulletin to say Register.com which does provide one or a few mailboxes, would your system send the emails from our domain instead of yours - assuming we can do this on a cloud product?Comment

I don't know the answer to that, I will pass it on to the cloud team.Translations provided by Google.
