Is there a way to prevent users from creating more topics in a forum?

I created a forum with instruction topics for users. I don't want anybody add to that. Is there a setting that will prevent additional topics by users? I closed the posts but people can still add new topics.

Go into the Channel Permissions and Deny All. Then assign custom permissions for each usergroup.

Would that not control access for all Forums? I just want to do it for one of them.

I have a forum for members to look at 'how to' topics, I allow no responses or new posts by "Regular Members"

Here is how I have the permissions set for "Regular Members" for that forum only, maybe this will help.
