Are links to external websites 'dofollow' or 'nofollow'?

Hi vB staff.

When a link to an external website is created in a post, is the link 'dofollow' or 'nofollow' (determines whether a search engine bot visits the external website in order to index it). This feature is related to SEO.

Also, is there a setting in AdminCP to turn on/off 'dofollow' or 'nofollow'?
