Why do I have users able to get registered usergroup permissions even though they havent made a payment?

It is set up so that subscription is required when registering - I believe payment had failed but it still gave them registered user?

Registered Usergroup is the group all users get put into when they register. If you want to require a payment before they can view content, create a custom usergroup and set your subscriptions to move the user to that group. Once you have that set up, remove permissions from the Registered Usergroup to view content under Usergroups -> Channel Permissions.
