There is updated CSS in every version. We don't actually support Dark Themes such as yours at this time. Hopefully, support for this will be better in vBulletin 5.4.1Translations provided by Google.

What border are you talking about - the line along the top? The border round the popup as a whole? Borders round the fields on the form?
Something a bit more specific would be helpful along with a screenshot of what you're seeing, what browser you're using etc.

I think none of us were 100% clear on where this line is.
If it's the one I'm thinking it is, you can try this, though I'm unsure what side effects it might have in your custom style:
