[QUOTE]If i put the quote tag around this post, i get an error message? for it to post i have to delete the last quote tag. How is the quote tag supposed to work?

Worked ok for me.

I just clicked on the quote (") button in the advanced editor, copied a portion of your message and pasted it between the quote tags

You cannot post a quote on its own without any other text. This is a setting that has existed since vBulletin 3:

AdminCP > Settings > Options > Message Posting and Editing Options > Ignore Words in [QUOTE] Tags For Min Chars Check
