I don't know how to fix this. Every notification email is being sent in English, but the default language is French. Thank you.

The language would vary based on the language chosen by the user, not necessarily the site default.
Have the users receiving these emails selected French as their default language from their user settings?Comment

Emails can be translated under Languages & Phrases -> Phrase Manager. Emails are stored in the Email Body Text phrase type. You want to make sure that you maintain the {X} tokens in the email. They are filled with variable information.Translations provided by Google.
