    On Cloud, you can't.
    Even on self-hosted you'd need substantial custom coding. The software simply isn't designed for this.

        If you go self hosted, and if you are prepared and able to seek out and find a competent coder who is familiar with vBulletin.

        It would not be a trivial task, it would cost a lot of money, and then every time you upgrade you will probably be faced with having the changes reapplied.
