I could swear I knew this at one point. Where in the CP do I set permissions to view certain pages for certain userss?

You can't block individual pages, you can however hide navbar links from certain user groups.
You can also block certain user groups from accessing particular channels.MARK.B

A channel is a content area...so a forum is a channel, a blog is a channel, etc.
A page is just an area created to display content, which can be pulled from channels.MARK.B
