Center Top and Bottom Margin for Primary Module Header - Pics

I can't find the padding or CSS to center the Primary Module Header. I want it centered top and bottom.

Hope the photos show what I am talking about, right now the phrase 'Nebraska Fishing Forum' is too far to the top.
