How can I add this to a single Page? (Tabs) can I add a new Tab?

So I have figured ho to add this to individual pages using different themes for each page.... however No matter where I load my image- what size I load- my image will not change I have added the body_background the header_background the wrapper_background. I'm happy with it only being in the header or behind the logo. I have added it from the upload on the site - I have used an external image site - and direct from my PC.
Open to suggestions
