Unable to Post Reporting Discussion Forum

I'm having a problem with the feature that allows for a reported post to create a new topic in a given forum (for moderators to discuss the sanction). Currently, the feature seems to be enables in Vbulletin option, with a forum identified as such to report to. But each time someone reports a post, nothing appears in the target forum.

I have the same issue on 5.1.7 theres not even a report post button...........??

The function is deprecated in 5.1.X. TO view reported posts, you would visit your Messages -> Flag Reports. You can click "Messages" next your name on the top right to get to your Messages page.

We are having an issue where the user cannot post at all and at this point our forum has been down for 6 weeks. Would appreciate some help on this issue.
