      Although from your description, you might be better posting an ordinary thread, making it sticky, and then closing it.

        Yes, I want it to appear as a thread, but with no ability for people to reply. If I close it, it will show CLOSED at the beginning of the thread topic.

          Yes it will but that's pretty normal practice for a forum, you shouldn't run into any issues.
          You could alter the phrase so that it reads something else instead of closed.

          Or, add this to Site Builder > Style > CSS Editor (for the relevant style/theme):
          Code:
            .close { display: none; }
          That will remove ALL closed notices from threads though.
