If you have access to cpanel you can login, go to "STATS" on the left side, than click "SERVICE STATUS" click "CLICK TO VIEW" it will take you to a new page, things to look out for are very high loads..
This is what a customer was using before they moved to my company...
As you can see, the server only has 4 cpus, and load is almost at 7, which is extremely high and overloaded, and the ram(memory) is at 30%(not very bad but not good either) and that's why the sites on this server are getting slow or crappy services..
Notice how the icon is red, vs the green one, which means there is a problem, but there is nothing you can do, if the company is running servers like this you need to run away while you still can.
Now this is one my servers, from cpanel.. as you can see I have 8 cpus, which is double what the above server has, my load isn't even 1, and my memory is even much lower, if I ever get to 25% I add more memory so I'm on the safe side in case other sites need more ram. Notice how both icons are green..
Now check your current host and post your results, you might be very surprised.
