Redirect help

I need help with redirect and vbulletin. Most of our users either have use bookmarked at www.mysite.com/forum.php or just www.mysite.com which brings them to the CMS at www.mysite.com/index.php. We want to redirect all users to an html landing page for an important announcement if they visit us via their bookmarks. Also would it be possible after the redirect to put a link at the bottom of the html announcement to let them back on the forums without getting in a redirect loop?

Are you using Cpanel? I have Cpanel and they have a "redirect" option that allows you to do it easily.Other control panels may have it or if not ask your host about it.
