php and MySQL version

I am making a new site on my server and it requires PHP 5+

I currently have PHP 4.4.x and mySQL 4.0.27

Which versions of the new software would be best/safeist to upgrade to?

The only other site that I have besides my new that I care about is my Vbulletin site. The WHM is telling me I cannot upgrade to PHP 5+ because I need a higher version of MySQL.

MySQL 5.0.19 shouldn't be a problem for 3.6.4.
