There used to be a free version called vBulletin Lite but they discontinued it. It didn't really have many features as it was just meant for testing if your server met the requiremnts for the full version. If you were wanting to use it to mess about and play around with vB before buying the full version you can still try out the admin cp demo

No, vBulletin only is available to those who purchase a license.
If you want a free board go to invisionboard.com or phpbb.com
