I believe you have to be at least 13 to be able to participate in a forum otherwise I'm are responsible for everything this person does. So what do I do?

He should have filled in the COPPA registration form when he registered. If he lied about his age and said he was over 13 when he registered, then I don't think you are liable for anything.
However, if you do now know his age you need to get parental consent. If you wanted to do it properly you would have to put him in the COPPA usergroup and disable his posting priviledges until parental consent comes through.

I never cared about COPPA, because most of my users are on their way to an IT certification (MS), so minimum 16 years old, mostly older.
Is Coppa an issue in Europe (EU) or Germany anyway?

What if it is a British owned board but the actual server is in America? If the actual site is hosted on an American computer do laws like COPPA then apply? I guess the internet sparks off plenty of weird situation like this!
I don’t think I have any members under 12 (I think the youngest is 14 or 15) and to be honest I would rather not have to bother going through all that COPPA stuff.Comment

If your site is in the United States then COPPA applies. It could go so far as if you do business in the United States, i.e. let American's join then you could be sued under COPPA if a parent goes that far. However the second instance would depend on your country's trade agreements and treaties with the U.S.

by Flash04jvWe have a new member, he says he entered the wrong birthdate upon registration. His birthdate is Dec 1952.
Now he can't create his account because he gets an alert noting he's under 13....-
