You'll need:
- domain name
- hosting
- forum software
All of these will cost so first thing to do is work out what you can afford and then have a look at all the options available for all the above and see if you can make it fit that price -
can you get all these on one package like? Say if i was to purchase either of these am i ready to go ahead or is there more things i will need?

You need to buy hosting. vBulletin requires a web server that includes PHP (minimum version 5.2) and MySQL (minimum 4.1.0) installed. As long as you choose a host that meets these requirements you will be able to install and run our software.
Most credible hosts now support both PHP and MySQL, and can run our software. We do not make official recommendations, but we do have a hosting review forum here:
Discuss PHP and MySQL hosting here. Find out which hosts people like, and which to stay well clear of.
You can also look at http://www.webhostingtalk.com, an independent review site. Sometimes you will find hosting specials there that aren't available elsewhere on the web.Comment

Now you need to find forum software you can afford, install it and start advertising your site.Comment

It will give you the license to run the software and acces to our Members Area to download it so you can then install it on your serverComment

With the licence you can use your forum and get all upgrades vor vbulletin 4.
If someday vbulletin 5 will come out you have 2 ways:
Move on with vb 4, will cost you nothing more expected your hosting
Upgrade Licence to vb5 - than you will have to pay an upgrade license.Comment

I went through the setting up of the forums myself. Mine has been only in existence since Feb. 17 and it was a joy to set up. I'm still learning and only have now since had to break down and ask a question. From the posts that I have read here, the people are very helpful and knowledgable.
My question is that I saw that you got web hosting with Go Daddy. Does it have unlimited hard drive space and unlimited bandwidth? I know a friend who is with Go Daddy but there are restrictions on those two things.
Good luck, I'll be watching this thread with interest.
