Will There Ever Be Software To Completely Copy A Forum Over To VBulletin?

I am pretty certain that the answer to this question is no but I thought I would ask just to see what possibilities there are. I have read about this but got confused by what I read.
Is it ever going to be possible to transfer accurately all posts and all else from another forum to Vbulletin forum or do I have to manually copy it or start afresh with my new forum?

ImpEx is kind of shoot and miss in my (admittedly limited) experience. The (free) phpBB convertors work better, in my (not so limited in this regard) experience.
