Spam REALLY spammed-up forums: why don't the owners care?

In doing some research on message board spam, I came across this site:

All I can say is that the owner of the site isn't a very good Internet citizen, because they're giving spammers an open platform to post away.

Yikes! Why don't the owners of spam-infested sites implement just moderate security, or, if they've lost interest, shut down the message board?

A lot of people don't even moderate or even visit their own forums after installation.

I mean this with all due respect but why do you care what others do on their forums?

I think it's more curious than caring.

I was going to set up a forum with no moderation, no CAPTCHA and no email verification just to see what would happen as an experiment. I bet it would make it to big-board status in no time.

It's because they're providing a platform for forum spammers, and giving them the links and PageRank they crave. Is people properly moderated and maintained their forums, we probably wouldn't be having a forum spam problem to as great of an extent as it is now.

I remember on an old forum I had (not vBulletin) where I set it up and just left it running, forgetting to disable registration. A few months later there were hundreds of threads, all by spambots advertising viagra etc. I'd imagine you'd get a similar situation with the above scenario :P

The owners don't care likely because either:

                          1. They got bored and moved on

                          2. No one joined so they just left the site to be abandoned.

                          3. Not sure.

It's not really a rare thing, since if you've even started to search (even more so with free hosted forums) you'll notice thousands just lying around deserted getting spammed by various bots and human spammers, but as for why they don't care, they likely moved on and left or totally forgot they had a forum. I know plenty of sites where that seems the case.

                            4. They dropped dead. And hadn't left anyone enough information & passwords to carry on.

Edit: Somebody over there must be paying attention, because now the site resolves to google.com.
