vBulletin Hacker's License?

I've had an interesting idea. Some developers (skins/mods) create for vBulletin, but don't actually use it for a BBS.

What about a cheap license that can be used for developing, but with registration and such unavailable?

I'm suggesting for vB in general, not 3.6.

It simply won't. If we offer it for $15 these lame pirates will still pirate it.

We offer professional and enhanced bulletin board software at a fraction of the cost of most competitors. If someone calls himself a developer they understand software copyright and respect for eachothers work and what the value of software is.

Thank you for the suggestion, but I highly doubt it will happen. A developer, a poor person, a rich enterprise company gets the same software, service and resources. And have to pay the same price.
