I'm having a browser problem with windows 2003's IE.
1.
Every time I download a file in IE such as an excel file, I choose to open it. However it never respects my decision and still forces the save dialog box on me. I have to browse to the file and open it manually after downloading. Anyone know how to fix this?

I'm logged in as administrator in the windows 2003 box, and every time I change the security zone or settings in IE and save it, I come back and the settings would be back to the original. How do I get IE to listen to me?
