Can anyone modify VB5 to work like Twitter, also with the ability to login using Twitter all while keeping the blogs and article publishing suite? How much would you charge for such a modification? Can you do it while keeping the coding efficient/fast with minimal resource usage? Thank you.

Hello,
For vBulletin Modification questions please ask on www.vbulletin.org - there aren't any default options to work like Twitter or log in with twitter. You can limit message sizes to 144 characters or whatever twitter uses by going to Admin CP -> Settings -> Options -> Message Posting and Editing Options -> Maximum Characters Per Post, and set it to whatever you want.
