How to create a custom PM link

I would like to create a link that will appear next to the add reputation image. Only certain user groups will be allowed to see this image. I know how to set all that stuff up but my question is, is there a way to create a link that fills in that members name in the PM and fills in the subject automatically and the body of the text automatically with what I would like it to?

What I was thinking is, you can use the PM link that is used to send a regular PM, use that link to edit, since it already has the user name generated into the "to" field. Then if I were to create new phrases that I could use for the subject and then one for the different text I want in each PM?
