Adding left/right columns

Kinda new with vbulletin

I would like to add content left and right of the forum with something similar like that collapsable navigation tabs on the left of this forum http://forumserver.twoplustwo.com/

Can anyone please tell me what exactly has to be modified or is there some kind of mod that does this?
