Making users have to be recieve emails & be visible

I think it doesnt seem to work , no matter if you select it or not. The option for allowing the admin's to email you. I did a bunch of registrations and it didnt work , so I went back to the normal template , and noticed it didnt work either way.

I also noticed upon checking on a lot of my users , almost all cant be emailed.

Is there a way to fix this. I also tried just making the script say yes both ways , still nothing.
