I check for reachability, easy-use, direct information, good content, community and design. All together a forum gives me an impression within a minute .. if I would like to sign up, if the topic appeals to me and if the posts from members are nice or just a bunch of screaming kids. If I am intrigued they are on my list to vote for. If a community is also known, because of their community .. that's an extra point in my eyes. They've gone through all the trouble like advertisement and good content .. that's worth a vote. Eventually I end up with one or two, and I pick the one that I think is the best.
