Browse to the Admin Control Panel , and login as full administrator with style manage-permission.

Admin Control Panel > Styles & Templates > Style Manager > Dropdown: Edit Templates > Select the footer template and click on the button [customize] -

I am sorry, as we only have templates for the forum and not the control panel I assumed you meant the front-end part of the forum.
If you want to modify the footer of the admin control panel you have to customize the source code. What exactly do you want to change?Comment

Plain as day to me that he is asking about the control panels not the forums. You guys need some sleep
beansbaxter, I suggest you ask at vbulletin.org because that involves modifying the files and they most likely can't help you with that here.
