How do I intergrate a design into my VB?

A friend of mine has created a nice design for my board but I do not know how to integrate it into my VB. A copy of the design is here :

Is anyone kind enough to walk me through the steps to implementing this design into my forum?

Alright. If you get ICQ i can help you out a lot better but here is a quick explanation of templates. Through templates you pretty much control the entire layout. If you go down to the header template. If you look in it you'll see some html stuff with a few other things that start with $something. If you change the html to something else it will change all the pages the way it looks at the top.
