    The latest Hebrew language pack I can find on this site is here:

    That is for vB 3.7.4, however it should cover the majority of vB4 phrases and should import ok. You will then have some manual translating to do for stuff that isn't already done, such as navbar items, activity stream, CMS, and possibly parts of the blogs and groups.
