To give some history.
Having helped him to re-installed his forum (suite 4.2.0) last weeek, and installed the latest Swedish language files (4.1.12) at the same time for him I do know that there isn't any "real problems". He however apperantly had to re-install again after someone hacked it.
I think his general problem is that it just is "difficult", but by reading the instructions (and actually read them, not just look quickly) on how to upload the language files, either from his computer or if uploading them to his server by ftp, install them from the server as per the instructions in the link I provided he should be able to get it to work.
If it doesn't work we need to have more details in order to be able to help.
And if getting instructions in English is the problem I have informed him (in Swedish) a few times that he could post over in the vB-admins Sweden group to get help in Swedish.
