Why are there sometimes several versions of the same phrase with the same variable name?

Like go_advanced, which exists as a Custom as well as a Standard phrase.

Why would that create a new phrase?
And if both have the same variable name, which is used?

Because you can only translate new phrases, not just change the original.

When you translate a phrase, it creates a new phrase for the english (languageid 1) langauge.
