Extracting language from xml file

Hi!
A customer of mine wants to request a quote for the translation of vBulletin.
Translators will only give quotes after a somewhat precise count of total number of words.

Does anyone has any suggestion how can this be accomplished? Preferably downloading the xml file and editing it to allow a word count.
