Can anyone tell me how they work, or what they are there for?

They are notes (good or bad) that you and your staff (if you give them permission) can make for users. The serve as kind of an internal reputation system with words instead of a point system. They are accessable to those with permission (there are several levels of permission in making and viewing them) via the Member's Profile page. Write one for one of your members and check it out.
