finaly there is the AE - Arabic language pack for vBulletin 3.7.2
enjoy .....

this translation for 3.7.2 Versions

Installation or Update
####################################
1) Go into your Admin Control Panel.
2) In the "Languages & Phrases" menu, go to "Download / Upload Languages".
3) Fill the form "Import Language XML File":
- "XML file": specify here the Arabic language file of the product.
- "Overwrite Language": select the Arabic language file (you can't create a new language with this).
- "Title for Uploaded Language": ignore this field.
- "Ignore Language Version": No if you using vBulletin 3.7.2, else set this to Yes.
- Clic on "Import".
4) Finally, edit the « HTML Character Set » in the language settings, especially if you have converted
the language file in UTF-8 before installation.

5- Done

التثبيت او الترقيه

-1 الذهاب الى لوحة تحكم المدير الخاصة بك
2- فى قائمة اللغات والعبارات اذهب الى تحميل / رفع اللغات
3- اختر رفع ملف xml من جهازك
- اذهب الى مكان ملف التعريب و حددة
- استبدال اللغة (اختيار لغة هنا سيتسبب في استبدال اللغة المستورة للغة المحددة. إتركه فارغاً لإنشاء لغة جديدة.) هذا الاختيار اذا كان هناك لغة عربيه
سابقة و هنا فى حاله وجود لغة عربيه سابقة نختار استبدال اللغة العربيه و هذا لترقيه اللغة للاصدارة 3.7.2
- تجاهل اصدار اللغة اختر لا فى حاله اذا كانت الاصدارة 3.7.2 و اختر نعم فى حاله اذا كانت اصدارة اخرى
- اضغط على استيراد او رفع
4- و اخيرا عدل فى ضبط حروف الاتش تى ام ال فى ضبط اللغة خصوصا اذا كنت حولت ملف اللغة الى utf-8 قبل التنزيل
5- تم بحمد الله و مبروك التعريب

Could you also provide the language in UTF-8 format please? Would be nice, then I don't need to convert it first.

ok ,
go to your AdminCP > Languages & Phrases > Language Manager > Arabic
choose [Edit Settings] > HTML Character Set .
In HTML Character Set . Put which format you want . UTF-8 , windows-1256 or Western (Iso-8859-1)
then > SAVE it and [Rebuild All Languages] IN Language Manager.
