In 3.6 is there an option so users can change their own user names?

There is no such option in vB and never has been. This requires modifying the code. We cannot officially support code modifications or forums running modified code, however you can try searching or asking for help with this over at www.vbulletin.org.

Something like that should probably be up to the administrator of the forum. Not sure that most people would have a problem with their users being able to change their name.

actually there is.. go to vb.org and search for vbplaza.
users can use there vcash or watever the case and buy a username change
