My users are unable to upload their avatar.. why?

Hello,
I am experiencing the problem that my users are unable to upload the avatar to their profile.

Please, see the attached image to understand what they have displayed in the Edit Avatar page... how to allow them to upload avatars?

That is a group permission:

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup (in the menu) -> Can Upload Custom Avatars
