Forums that require minimum post count to post

Hello,

I want to have a marketplace type forum - but required to post a minimum post count to start threads.

So, here's the jist of what I want to do.
1) Have a minimum number of posts to start threads(20).
2) They can view and reply to the threads as well as read the forum.
3) When they meet the post count, automaticly change the usertitle/permissions.

How would I go about doing this? Thank you!

You would create a new usergroup that has the ability to post in that forum
You would take away the permission for the stadnard usergroup to be able to post in that forum

You would then add a promotion, that they must have 20 posts, and have it add them to the group as a secondary / membergroup.
