It sounds like an issue with Plesk restricting what you can/can't do on the server. For some reason it is blocking vB's access to the UBB data files.

Is it a dedicated server (ie one that you have root access to)?

Yes it's a dedicated server RH7.1 with plesk and yes I've the root access.

        What should I do?

Christ I hate Plesk it's very very evil:

I think that james is correct about plesk stopping you:

          My thoughts

Create a directory on your server called import and copy all the UBB files there (cp -r * /path/to new dir) then chmod them all 777 (chmod 777 *) and change ownership (chown -r usrname:group *) then try the import

You mean all the files in CGI-BIN or NON-CGI?

I really don't know enough about this problem to help, but is there anything in this htread that might help?

OK I have read through the other thread and PLesk seems to be a real problem:

It might be less grief to do the following
                    • tar and gzip up the ubb files
                    • download them locally
                    • do the import on your local machine or test enviroment
                    • do a dump from the test enviorment
                    • import into the production vb

                      It fixed now.

                      This is what I've done.
                      1. Create a directory call import in httpdocs directory.
                      2. Copy the entire ubbcgi files from cgi-bin directory to import directory
                      3. chmod -R 777 import
                      4. chown -R yourusernameleskcln import

is actualy : p join together, but somehow vBulletin display it as

                        UBB 6.2.1 importer?

                        :HELP:

Can someone please update the UBB importer so it will import UBB 6.2.1?

It errors out on the private messages and doens't import the forum posts.
