Uncompleted polls go to moderation?

Not sure if this is a problem, or the way it's supposed to be (that's actually my question):

If I start a new thread and check the box to make it a poll, and then get to the poll setup screen but exit that screen (say, by clicking a link back to the forum or to the home page), that thread goes to moderation, so a moderator/admin must validate the thread (when it presumably gets posted as a regular thread, since the poll was never set up), or delete it.

Is that the way it's supposed to be?

It's done that way because we don't want the thread to show up on the thread list until the poll is submitted and everything is complete.
So when a thread is created, and you indicate a poll is to be with it, the visible column is set to 0 (which means the thread goes into moderation queue). Then after you complete the poll, the visible column is set back to 1 so the thread shows up and all.
